Background: At WGF’s first Equal Pay Day Rally in April 2007, members of the City Council and Mayor Ravenstahl pledged to “work for equality”. Inspired by their pledges, WGF worked with Pittsburgh City Council President Doug Shields and Councilman William Peduto to craft legislation that would mandate a City of Pittsburgh Gender and Race Equity Wage Study. The legislation was unanimously approved on October 31, 2007 and a citizens’ review committee was convened to craft a Request for Proposals and facilitate the recruitment of a consultant to carry out the study. In June 2008, WGF Board of Directors approved a $20,000 grant and by August, in support of this effort, the City Council and the City of Pittsburgh Administration also committed to fund the study.

With the Gender and Race Equity Wage Study, the City of Pittsburgh underscored its commitment to fairness and equity in determining compensation for its employees and has created a powerful model for public and private entities as to the active role employers can take to decrease and eliminate the wage gap in our region, where women make less than 70 cents per dollar. The study findings and recommendations will play a crucial role in helping craft systemic solutions to inequities and will enable Pittsburgh companies to more effectively recruit and retain the best local and national talent.
